Use Manual Focus And Pre Focus:
Set a point where you are going to capture the subject and focus your lens properly at that area. Make sure you are using manual focus. Small aperture is usualy used for this purpose so you are going to need some wiggle-room to focus as this will help you getting a sharp image.
Pick A Shade For Shooting:
Try finding a place where you are not directly interacting with the sunlight if possible. An area that has a lot of light will make it very difficult for you to sow down your shutter speed which is a necessary part of your panning shot. If you are not getting an area with less light, then you can use neutral density ND filter that will help in cutting out some light that is entering your lens.
Track Your Subject During Its Motion:
When you see your subject, fix your lens over them and follow them with their motion whether it is left-to-right or right-to-left. Click your shutter as the subject comes at the spot you want to shoot them. Do not just stop as this will blur the subject too and continue following them until they get out of your range.
